The Ugandan government needs 2.5 billion Ugandan shillings ($657,737) to ensure the security of the East African Crude Oil Pipeline (EACOP). The EACOP, connecting Uganda's Lake Albert oilfields to the Tanzanian port of Tanga, is a critical infrastructure project. Ssempijja, while defending the Defence Ministry's budget, emphasized that while Tanzania has budgeted for the pipeline's security, Uganda has not allocated any funds, deeming it an unfunded priority. Committee Chairperson urged the government to prioritize the security of the pipeline, emphasizing its significance as Uganda's infrastructure before serving East Africa.

In addition to the pipeline security concerns, the Defence Ministry faces financial challenges, seeking $15 million for the construction of the Nakasongola air force wing airport. Despite the critical importance of the alternative airport to Entebbe International Airport, no funds have been allocated. The Minister of Defence and Veteran Affairs expressed worry about the potential consequences for the landlocked country if anything were to happen to Entebbe airport, emphasizing the need for adequate financial support in the face of the $1.4 billion shortfall in the ministry's budget for the 2024/2025 financial year.
